Making the hypothesis that this John married Sarah PENGELLY and became at Thatcher, and later an Inn Keeper.
There is a marriage 12 Jan 1820 at Tamerton Foliot of John Bickle to Sarah PENGELLY (ref L.Nelson, Devon records).

There is a death of Sarah Bickle reg Jun qtr 1847 at Tavistock dist (ref FreeBMD). This would match the idea of her children Elizabeth and William emigrating to Australia in the early 1850s. However it is possible that both John and Sarah had died by 1841, as all of the children appear to have been living at other places. John had died by 1854 - there are many possible deaths of John Bickle at Tavistock in FreeBMD.

There are several inns in King Street in 1841 (where Richard's parents were in 1836) but no mention of a Bickle so they may both have been dead by then.
